The plans will see nearly 10,000 care home residents receive free care at a cost of more than £400million, while closing the funding gap for non-residential social care.
The move is a direct response to SNP plans for a National Care Service, which would see the centralization of care delivery.

Mr Sarwar is expected to tell Labor delegates: ‘I am proud to announce that the Scottish Labor Party will come up with a plan to provide residential care to all people over the age of 65 who need it, free of charge when needed .

Labour’s plans will cost at least £1.3bn in total, with more than £500m pledged to cover the non-residential social care funding gap identified in the social care review undertaken by Derek Feeley.
An additional £412m a year would need to be found to cover residential care, and an additional £410m to raise social worker wages to £12 an hour, with a commitment to work to increase this amount at £15 an hour.
This, the state party, would be paid for by Barnett’s health and social care resulting from British government spending.
Around £1.783 billion of consequences are expected to be received by the Scottish Government in 2022/23, with a further half a billion in 2023/24 and another half a billion in 2024/25.
It is this additional funding that would be used to cover the costs of providing free residential care.
